Introduction

Who We Are

The African Civil Society Forum (AFRICSOF) is a registered umbrella network of civil society organization (CSOs) from the Fifty-Five member states of the African Union (AU). It is also a platform for the aggregation of civil society agency, interests, and interventions across the 55 states of Africa. The Forum is established with the purpose of channeling civil society energies towards complementing the regional and Africa integra􀆟on and development agenda of the African Union 'System' institution

The Organization has passed through different stages of development and consulta􀆟on in its internal organizational processes and programmatic experiences. AFRICSOF will serve as a coordinating platform giving direction for CSOs empowerment and development at continental, regional and national levels. The idea of creating the African Civil Society Forum was based on the need to create an institutionalized dialogue between continental CSOs, relevant stakeholders and institutions within the African Union System

Our Goal

The goal for the AFRICSOF is to advocate for the common platform for member states, to promote the ratification and implementation of the AU Agenda 2063, with the focus on policies that look into Civil Society participation in society and politics; CSO's role in development; commitments for African people regarding education, health, employment, eradication of poverty, the environment, peace and security, law and culture, including women and girls, dealing with any form of discrimination against the physically and mental challenged and to conduct a peer review and provides technical input on the issues

Specific Goals

  • To provide a political forum for advocacy, stakeholders interaction, knowledge sharing and agenda setting;
  • To showcase the leadership, innovation and creativity;
  • To enhance citizen’s empowerment for better understanding of their rights as stipulated in AU Agenda 2063 and other policies and frameworks of the AU;
  • To provide a platform for discussions on various development policies and their implementation;
  • To contribute to the CSOs participation in the rolling out the a that aim at achieving the Africa's aspirations as stipulated in the Agenda 2063.

Objectives

  • To promote the participation of African Civil society organizations in the implementation of the policies and programmes that is beneficial to Africa citizens.
  • To support policies and advocate for Programmes that will promote peace and stability in Africa.
  • To promote and strengthen the institutional, human and operational capacities of the African Civil Society.
  • To promote regular dialogue between all segments of Africans people on issues concerning Africa and its future.
  • To help build the capacity of Civil society organizations in Africa.
  • To promote and defend a culture of good governance, democratic principles and institutions, popular participation, human rights and freedoms as well as social justice;
  • Undertake studies, research as deemed necessary on continental issues and make recommendations accordingly;
  • To promote popularization, participation, sharing of best practices and expertise to the realization of the vision and objectives of the African Union;
  • To strengthen, reinforce and consolidate efforts to empower African people through meaningful CSO participation and equal partnership in driving Africa's development agenda.
  • To promote and re-awarding the spirit of pan Africanism
  • Advancing development such as enhancing the Governance Index Survey Analysis and Capacity Building Framework; Formal regulation of activities identification of ownership periodically;
  • Encouraging a formidable institutional framework in collaboration with MS in the coordination and monitoring of the activities of CSOs in the continent;
  • Tracking the impact on tevenue to the CSOs to guide against illicit cash flow into the economy of the country the non-state actors; and monitoring of the inflow of revenue to the CSOs to guide against illicit cash flow into the country.

Composition

The composition of AFRICSOF shall be CSOs at national, regional, continental and African Diaspora organizations.

These CSOs include but are not limited to the following:

  • Social groups such as those representing women, children, the youth, the elderly and people with disability and special needs;
  • Professional groups such as associations of artists, engineers, health practitioners, social workers, media, teachers, sport associations, legal professionals, social scientists, academia, business organizations, national chambers of commerce, workers, employers, industry and agriculture as well as other private sector interest groups;
  • Non-governmental organizations (NGOs), community-based organizations (CBOs) and voluntary organizations;
  • Cultural organizations ;

Methodology

In most African countries, thorough understanding and analysis of the African Union continental integration agenda, is often sketchy especially at the level of the ordinary African citizenry. This often hampers their effective tracking and understanding of the African Union policies and programs and decision-making processes of the African policy organs.

The effectiveness of African Civil Society Forum depends of proper selection of programs and ac􀆟vi􀆟es that are directly relevant and involves the citizens. A number of delivery models have been selected to actualize the initiatives including the following;

  • AFRICSOF will work with all regional civil society organizations e.g. West African Civil Society Form, East African Civil Society Organization Forum and other similar platforms and extend invitation to them as members.
  • AFRICSOF with the help of the Civil Society Groups and Governments, will facilitate se􀆫ng up and registration of AFRICSOF with relevant authorities for the sake of national formation.
  • Development of a clubs Networks among the educational institutions in Africa to create a platform where young people will be sharing experience and exchanging ideas on how best they can involve themselves in the continental agenda for African Union.
  • Establishment of online and onsite engagements and consultations with relevant stakeholders on the implementation of the AU, prospects and challenges.
  • Establishment of social platforms for topical debate regarding any current issues including; Youth Employment; Entrepreneurship; Climate Change and Development in Africa; Migra􀆟on; Culture; Peace; Leadership and Political Participation; Demographic dividend; and Education and capacity building among others.

Our Approach


Funding

AFRICSOF shall mobilize resources to fund its activities such as grants, donations, contributions, dues, and government endowments and supports. Members of AFRICSOF will be opera􀆟ng on voluntary basis, hence giving them mandate to work with all donors and source funding from the interested stakeholders.

Secretariat

The leadership shall determine the headquarters and secretariat functions of the organization.

Rule of Procedure

AFRICSOF shall adopt its own Rules of Procedure, including additional provisions on modalities for selection of its members, subject to approval by the General Assembly.

Working Languages

The official languages of AFRICSOF shall be the same as those of the African Union
